What is ChatGPT?

I’ve heard comments like “It’s like talking to God"… "it’s omniscient and it knows everything," or "THIS will be as game changing as the internet was when it came along.” 

Is it the earth-shattering future-changing application that some are saying it is? Or are we just overexcited about something we don’t know much about yet?
